The House of Representatives has published Retired Rear Admiral Tim Gallaudet’s witness statement for its upcoming UFO hearing on November 13, “Unidentified Anomalous Phenomena: Exposing the Truth.” The joint hearing is being held by the Subcommittee on Cybersecurity, Information Technology, and Government Innovation and the Subcommittee on National Security, the Border, and Foreign Affairs. Rep. Nancy Mace and Rep. Glenn Grothman are co-chairing the hearing. It starts at 11:30 a.m. Eastern.

This is the first major hearing since the July 2023 one where David Grusch, Ryan Graves, and David Fravor testified under oath.

Gallaudet has Ph.D. in oceanography and is the CEO of Ocean STL Consulting, according to his LinkedIn profile.  He’s a strategic adviser for numerous organizations, including Exo-Space, Xona Space Systems, the Ocean Research Advisory Panel for the White House, Americans for Safe Aerospace, and more. He served as Deputy Administrator for NOAA and as an affiliate with Harvard’s Galileo Project. His ranking of Rear Admiral (retired) places him at the “highest permanent rank during peacetime,” roughly equivalent to the rank of major general in the Army, Air Force, Marines, and Space Force, according to Wikipedia. Suffice to say, Gallaudet has extensive credentials to his name, and his assertions should be taken seriously.

His witness statement is posted at Congress.gov, but you can read it in full below.

Gallaudet begins his statement by revealing: “Confirmation that UAPs are interacting with humanity came for me in January 2015 when I was serving as the Commander of the Naval Meteorology and Oceanography Command.”

He recalls that he received an email on the Navy’s secure network from Fleet Forces Command about “multiple near-midair collisions” that might require shutting down a flight exercise. The Go Fast video was attached. But the next day, “the email disappeared from my account and those of other recipients without explanation.” This led him to conclude that the information had been classified under a SAP.

He also revealed that former DoD official Chris Mellon contacted him about sharing satellite imagery of a UAP from 2017 to Congress.

He Warns That Congress May Need to Be ‘Gravely Concerned’ About AARO

Gallaudet’s statement includes a potential warning about AARO and misinformation.

He notes: “I say this as a first-hand witness to such disinformation. During a meeting with the then acting AARO director and his senior staff earlier this year, I was the object of an hours-long influence operation which attempted to convince me of the validity of the severely flawed historical records report, question well known UAP reports such as the U.S.S. Nimitz ‘tic tac’ encounter, and disparage several former government authorities who have published and spoken publicly about their knowledge of U.S. government UAP programs. If AARO is attempting to repeat the illegal and unethical DoD disinformation efforts involving UAP in the past, Congress should be gravely concerned.”

Gallaudet also wants the Director of National Intelligence and the National Security Advisor to address their predecessors’ “statements overtly acknowledging the existence of UAP.”

Gallaudet recommends passing UAPDA provisions involving a review board into law, and then strengthening the UAPDA.
