Michael Shellenberger is a journalist who was invited to testify in the November 13 UFO hearing, “Unidentified Anomalous Phenomena: Exposing the Truth.” Shellenberger released the longest witness statement of all: a whopping 214-page PDF. The full witness statement is provided in this article.

The joint hearing is being held by the Subcommittee on Cybersecurity, Information Technology, and Government Innovation and the Subcommittee on National Security, the Border, and Foreign Affairs. Rep. Nancy Mace and Rep. Glenn Grothman are co-chairing the hearing. It starts at 11:30 a.m. Eastern.

This is the first major hearing since the July 2023 one where David Grusch, Ryan Graves, and David Fravor testified under oath.

According to Shellenberger’s bio, he’s a journalist who lives in Canada and writes for a Substack publication he founded called Public. He’s also the president and founder of Civilization Works in California and the author of three books. Shellenberger recently grabbed national attention when he published a Substack article claiming that an anonymous source revealed to him that the government has a secret UAP program called Immaculate Constellation.

Highlights from the Witness Statement

In his document, he claims that this unnamed UAP whistleblower made their Immaculate Constellation claims in a report given to authorized Committees of Congress. Immaculate Constellation (henceforth called IC), his statement notes, is an unacknowledged special access program (USAP) created in 2017 after AATIP was discussed in a New York Times article.

The statement goes on to say the whistleblower claims IC is a parent USAP that consolidates UAP observations on collection platforms, and is controlled by the White House and administrated by the DoD. The statement says the whistleblower’s report notes that some UAP characteristics are “difficult or impossible to observe with the human eye alone.” There’s a high level of confidence in the accuracy of the data collected by military assets.

IC, the report notes, includes first-hand encounters with UAPs by DoD personnel, high-quality imagery intelligence, signature intelligence, and more. It describes common UAP shapes and incidents such as orbs boxing in an F-22, a UAP with a dynamic surface like the sun, and a 13-minute long high-quality, color video of a white UAP orb coming out of the ocean.

Shellenberger goes on to cite evidence that the government knows more about UAPs than it is revealing.

Much of the PDF includes appendixes, FOIA responses from the government, and examples of heavily redacted documentation, along with pages of endnotes for further research. It’s a treasure trove of links for anyone wanting to research further.
